    Another outta obscurity to phenom-like in the early going in the Midwest -- 20-year-old lefty, Matt Chico, ARZ. A third-round pick in the 2003 draft, ranked #19 in the pre-season ARZ prospect report at OnDeck. 17 games in short-season ball in 2003, 3.53 in 71 innings, 25 walks, 71 Ks.  This season -- 5-1, 1.29 with South Bend of the Midwest League ... 35 innings, 19 hits, 11 walks, 43 Ks.

" ... Matt Chico may have been a third-round pick in the 2003 draft, but he wasn't exactly discovered in the conventional way most early picks are found. It's not that Chico has never been a top-tier prospect. Boston drafted him out of high school in the second round of the 2001 draft after he pitched for the USA Baseball's junior national team, but he turned down their bonus offer to attend Southern California. He pitched on Opening Day in 2002, but became academically ineligible in the fall of that year. He then transferred to junior college, but ran into more academic problems that prevented him from pitching. So the Diamondbacks found Chico playing in a men's league in Southern California and gave him a private workout in an alley." (MLB.com)

Rancho Cucamonga catcher/first baseman Michael Napoli (.348, seven homers, 24 RBIs, 18-game hitting streak) took top player honors while the top pitcher was Arkansas left-hander Jake Woods (4-1, 2.25 ERA in five starts). Right-handed starter Ervin Santana, the Angels' top pitching prospect, has been pitching in simulated games and extended Spring Training games in Arizona and is "a few weeks away" from rejoining Double-A Arkansas, according to Angels farm director Tony Reagins. Santana, 21, missed all of Spring Training because of stiffness in his right shoulder, but Reagins said he's been getting his fastball back to the 94-95-mph range he pitches at. "He's looking good," Reagins said. "We're very encouraged."  (MLB.com)

He's pitching well so far for Lakeland: 3.19 ERA in five starts, with a 26/6 K/BB ratio in 31 innings. This is more of a tune-up than anything else, getting him used to the pro game, since he signed late last year. If he continues to pitch well in the FSL, which he should, he'll move up to Double-A soon. His performance there will determine whether he gets to the Show or not in '04. At the worst, he should be up sometime before the '05 All-Star break. Sleeth is 6-5, 205, with a solid pitcher's frame ... gets his fastball into the mid-90s on a good day, and the pitch has excellent sinking action. He also uses a slider and changeup, both of which have moments of inconsistency and weakness, but when they're working well he is overpowering ...  biggest flaw is erratic mechanics, which sometimes screws up his command ... Comparing Sleeth to [Jeremy] Bonderman is difficult because we don't know how good Bonderman is or is not going to be in the long run. Scranton starter Dave Coggin plunked Quiroz on the top of his hand in the bottom of the fifth inning. Quiroz scored on Jeff Guiel's two-run home run that tied the score at 3, then went to the hospital for X-rays. The doctor told Quiroz the break would heal by itself, and Quiroz would be sidelined three to four weeks. Quiroz, one of the Toronto Blue Jays' top prospects, is a tough customer who played for a week last season with what he thought was a bad chest cold. It turned out to be a collapsed lung. "I'll be all right," said Quiroz, who hit a first-inning double Wednesday to raise his batting average to .258. "I don't think it's going to take that long. I want to play." (Syracuse Post-Standard)

" ... Allison ... has been placed on baseball's restricted list for leaving extended spring training without permission last weekend, a Marlins spokesman confirmed yesterday. A longtime associate of the 19-year-old Allison, as well as a baseball industry source close to the situation, confirmed yesterday that Allison failed at least one drug test, and perhaps two, in the last three weeks. Allison's associate, who has known him since he was a child, said Allison told him that he underwent outpatient treatment this past winter at a rehabilitation program at Faulkner Hospital in Jamaica Plain for his use of OxyContin, a highly addictive painkiller. It could not be confirmed whether Allison's failed drug test was for the use of OxyContin or another prohibited substance."

" ... Greinke hasn't pitched since April 22, but there is no reason for Kansas City fans to panic. The organization's philosophy is to limit the number of innings the 20-year-old righthander throws this season. Greinke will make three starts, then skip a start (or in this case two starts). His next start is scheduled for May 7. The number of starts before a break is likely to increase as the season goes on, but the Royals are monitoring him closely. "He's on a very strict schedule," farm director Shaun McGinn said. "We don't want him to highly exceed the 140 innings he threw last season. It's been something we've been working on with Zack, and he's still throwing his bullpens and gaining valuable experience from a lot of the veterans there (in Triple-A Omaha). He's fine. He's just being very highly watched right now."

Instead, he is overstaying his welcome in Charlotte, still the victim of too many ill-advised swings and saddled with the stress of living up to that mountain of a bonus. ''In his own best interests, knowing the article you are doing, I'd prefer if he doesn't read this stuff,'' Williams said Wednesday from his office. ''He needs to have fun on a day-to-day basis. The only issue is for him to relax. The more he reads about timetables and swing analysis, the harder it's going to be." ... ''He will be here shortly,'' Williams said. ''I have a tremendous amount of faith in him. And I think when he does get back here, he will have an exhale period.'' ...  ''Even with him hitting .221, I would not be afraid to call Joe Borchard up to the big leagues. Before reporting to spring camp in late March, three weeks later than most minor-leaguers, Allison agreed to random drug testing for the next two years and accepted a restructured payout of his $1.85 million signing bonus. You don't hear his name as often as some other pitching prospects, but he's done nothing but put up the numbers thus far. In 193.2 minor league innings coming into this season, he's struck out 196, walked only 37 and posted a 2.74 ERA ... Bush is off to a fine start at AAA-Syracuse, and he may wind up in Toronto by the All-Star break."

" ... 7. Jamie Vermilyea ... Last season, he utterly dominated the NY-Penn League. That's not unusual for a college-trained arm facing hitters using wood for the first time, but he was highly impressive even in that context. He was still overwhelming after a late-season promotion to the Florida State League. In 52 innings on the season, he struck out 78 and walked only seven. Those are highly, highly impressive numbers. In '04, he's back in the FSL to begin the season and off to a strong start. He'll be in Double-A before July and in the mix for the Toronto rotation in '05. He doesn't get as much hype as some other arms within the system, but he could be a very special pitcher before all is said and done."

    One bad inning and the promotion looks to be on hold.  Dustin McGowan was headed for AAA, but can now upack his bags as he'll be working in Double-A a little longer :

" ...  Before McGowan's most recent start Sunday, rumors flew that McGowan would join Syracuse and make his Triple-A debut Friday at P&C Stadium. Sunday, SkyChiefs manager Marty Pevey said his starting pitcher for Friday was "TBA" - to be announced. McGowan entered Sunday's game against the Binghamton Mets with a 2-0 record and 1.21 earned run average this season, and a 9-0 mark in Double-A over the past two years. He took an 8-0 lead into the fifth inning but didn't get out of that inning as he surrendered six runs. New Hampshire eventually lost 10-8, although McGowan did not take the loss. Blue Jays farm director Dick Scott said McGowan is "close to coming" to Syracuse, but he didn't sound as if it will be Friday. "It'll be a little bit later, but not a long time," Scott said. "We want him to have a couple of good games in a row before we go in that direction."  (Syracuse Post-Standard)

" ... "He's really been great," Jones [Diamondbacks farm director Tommy Jones] said. "Along with pole to pole power, he has outstanding speed and really has taken pride in learning how and when to steal bases. His game is becoming more balanced and it just makes him that much more dangerous."  ... Though he has posted great offensive numbers so far this season, the Diamondbacks are more impressed with his ability as a plus defender in center. "Great numbers, but one thing they don't show is how outstanding he's been in center field," Jones said. "He saves runs, makes spectacular catches and his throws have been right on the mark from the deepest parts of the ballpark. He's truly had an amazing April." One knock on Terrero has been his tendency to become too aggressive at the plate ... Last season, Terrero struck out 103 times and drew just 31 walks, which was a career high for him in the category. Jacobs has begun the season dominating Texas League pitching. In 52 at-bats, he has hit .462 with three home runs, 11 RBI and a stolen base. Jacobs won’t be a long-term savior for anyone, but he may get a chance to come off the bench for the Mariners later on in the year."

" ... Floyd has thrown 17 shutout innings through May 2, solidifying his status as one of the top right-handed pitching prospects in the game ... close to being a perfect pitching prospect. He is tall and lanky, but not too thin. He has both a strong upper body and strong legs. His fastball can hit 95 mph, and is a consistent 92-93 mph offering, with movement. His curveball is one of the best breaking pitches in the minor leagues, and he can throw it for strikes. His changeup was mediocre when he first signed with the Phillies, but he has worked hard to improve it, and it is now at least an average pitch. Floyd's command is very impressive for a pitcher his age, and he is poised and confident on the mound ...  Phillies monitor his workload carefully, and while he racked up 166 innings in 2002 as a 19-year-old, they have kept his overall pitch counts to reasonable levels ...   In my prospect book this year, I gave Floyd a Grade A-, ranking him as the ninth-best pitching prospect in the game. His numbers agree ... Lovullo said Garko's success at this level is something the Indians expected.     Another setback in the MIL system :

" ... Right-hander Mike Jones, the Brewers' top pick in 2001 ...,DL with Class AA Huntsville ... after undergoing a series of tests Friday to determine the cause of soreness in his elbow. "They did an extensive study with an MRI (magnetic resonance imaging test)," general manager Doug Melvin said. "They put dye in the elbow to see if there was anything wrong. "The MRI didn't show any damage. We're just going to shut him down." ... sidelined after 17 starts last season due to elbow problems and received conflicting diagnoses ... worked on a rehabilitation program over the winter and was deemed healthy enough to open the season with Huntsville ...  Jim Rooney, the Brewers' minor-league pitching coordinator, will travel to Huntsville to try to refine the right-hander's throwing mechanics."

" ... Melvin said left-hander Manny Parra, hampered by shoulder problems, could be ready to join Class A High Desert soon. Parra has been throwing in extended spring training in Arizona. Melvin also said right-hander Nick Neugebauer, who opened the season with High Desert after missing nearly two years with shoulder problems, is back in Arizona and throwing "an inning here and there."  (Milwaukee Journal Sentinel)

    Jeremy Deloney, GetSportsInfo, notes the improvement in the BAL system in his minor league roundup :

" ... The Orioles have started to stockpile hard-throwing pitchers in the lower depths of their minor league system. Delmarva (Lo A) features an outstanding starting rotation led by uber-prospect Adam Loewen. Though Loewen reaps the headlines (he has a 1-0 record with a 3.86 ERA), the other four starters have gotten off to hot starts. RHP Brian Finch, the O's second round draft pick last year is 2-1 0.54 in his first 3 starts. Chris Ray, a hard-throwing righty, leads the South Atlantic League in ERA at 0.47. He's held hitters to a .101 batting average. The third member of the rotation with an ERA under one is lefty Zach Dixon who is 2-1 0.57 with a .161 batting average against. Fredy Deza rounds out the rotation and he owns a 2.40 ERA in his first three outings. Other than Loewen, Ray is probably the best prospect. He has an arsenal consisting of mid-90s heat with a sharp slider. He could eventually end up in the pen."
