(Among those declared not eligible - Kemp, Weaver, Billingsley, Lester, Loewen, Penn, Reyes, Hamels, A. Sanchez, Sowers, Andrew Miller, Hochevar).

He worked around a leadoff single in the seventh before finishing off the third complete-game shutout in the Appalachian League this season. The 17-year-old righthander, who celebrates a birthday on Tuesday, walked none and struck out four en route to his first win as a starter. Hayes (2-0) has not allowed a run in 19 innings this season.     Jim Callis, Baseball America, on Justin Upton, Cameron Maybin :

" ...   Upton ... went 7-for-14 with three doubles and a triple in a stint in big league camp this spring. He has been solid but decidedly less spectacular in the Midwest League this summer, hitting .264/.345/.412 with nine homers, 48 RBIs and 11 steals in 86 games. There's nothing wrong with those numbers. Upton is a 18-year-old making his pro debut in a full-season league that's kinder to pitchers than hitters. But Cameron Maybin, whom the Tigers took 10th overall last year and is just four months older, is batting .327/.411/.489 with six homers, 53 RBIs and 25 steals in 74 games, and he's playing at West Michigan, which might have the toughest hitter's park in low Class A. That's the kind of production we all probably expected from Upton. Scouts and managers alike rave about Upton's tools. He still projects as a plus hitter with plus power and plus-plus speed. The one quibble Midwest League observers have about Upton is a sense of entitlement. Unlike Maybin, who comes to the ballpark to beat you with all five tools every day, Upton has shown a propensity to coast and hasn't gotten the most out of his physical ability. That's been the disappointment in his performance, and it's something he should outgrow."

The Kansas City Star updates its Royals' Top 10, with no surprise at the top :

" ...  1. 3B Alex Gordon, Class AA Wichita: Has six homers and 15 RBIs in current 14-game hitting streak."

" ... 8. OF Chris Lubanski, Wichita: Batting .333 with 25 RBIs in his last 27 games."

" ...  10. RHP Blake Johnson, Class A High Desert: Won his first start since arriving from Dodgers’ organization; allowed one run in six innings while striking out seven and walking none."

CLE right-hander the best of the EL for July :

" ...  Adam Miller has been selected as the Eastern League Player of the Month for the month of July. The 21-year old was outstanding in his five starts during the month for the Aeros, compiling a perfect 4-0 record to go along with 30 strikeouts, nine walks, a 0.29 ERA and a .232 opponent's batting average in 30.2 innings of work ... The 6'4", 175 lb. right-hander is currently tied for the league lead in wins, with 12, and is also ranked among the league leaders in strikeouts (128-2nd), innings pitched (125.2-tied 6th), ERA (3.01-7th) and WHIP (1.16-10th)."  (Eastern League)

    It's 30-days for Elijah Dukes TB :

" ... Highly-touted outfield prospect Elijah Dukes was suspended 30 days by the Devil Rays on Friday. Rays executive vice president of baseball operations Andrew Friedman made the announcement ... "One thing that's important to know in this is that we don't view this one particular incident as anything particularly major," Friedman said. "It's a series of small incidents that we're trying to be proactive and get in front of to try and ensure that he has a productive Major League career."  (MLB.com)

John Sickels, MinorLeagueBall, with a feature report on Yovani Gallardo MIL :

" ...Gallardo has improved at each level, which is what you want to see. Note the steady decline in his ERAs as he has moved up the ladder. Note his strong K/IP and H/IP ratios, and the low home run rate. His main flaw last season was occasionally spotty control, but that hasn't been much of an issue this year ...  Overall, there are no flaws in his numbers. Add in the fact that he is 20 years old and pitching great in Double-A, and you have yourself a top prospect ...  Gallardo is an excellent pitching prospect. There isn't much more that can be said. He isn't far behind Bailey, and has actually outpitched Hughes since being promoted."

    Luke Hochevar KC finally signs.

" ...  Moore [GM Dayton Moore] said he was not concerned at setting a precedent by agreeing to a major-league deal with Hochevar ...  “The fact is he’s a special player in our minds,” Moore said. “That gives us some level of comfort to make the decision to put him on the 40-man roster. That’s certainly not something we want to historically do. “But if our assessment of a player leads us to that decision, that’s what we’ll do.” Hochevar will be assigned to Class A Burlington but will report first to the organization’s year-round complex in Surprise, Ariz., for conditioning workouts. He is tentatively scheduled to make his first appearance Aug. 16 for Burlington against South Bend. “He’s been doing a lot on his own,” Moore said, “but we want him to continue his preparation under our supervision. Then he’ll report to Burlington.” Hochevar is tentatively scheduled to make four starts for Burlington before attending the Instructional League and participating in the Arizona Fall League."  (Kansas City Star)

TB righty the best of the Southern League for July :

" ...   right-hander Andy Sonnanstine has been named ... Southern League Player of the Month for July ...   Sonnanstine baffled opposing hitters all month, going 6-0 with a 1.35 ERA, hurling 2 complete-game shutouts in the process. He led all Southern Leaguers in wins while ranking second with 39 strikeouts and eleventh in ERA among pitchers who tossed at least 10.0 innings in July. The 23-year-old posted quality starts in each of his six outings over the month, going at least seven innings in five of those contests. He held the opposition scoreless in three games and allowed just two runs in two other starts ...  leads the Southern League with 12 wins, 148.1 innings pitched, 4 complete games, and 4 shutouts. He is also tied for the league lead with 120 strikeouts while ranking fifth with a 2.67 ERA."  (Southern League)

David Regan, RotoAmerica, with notes on some improving catching prospects :

" ... Miguel Montero likes PCL pitching, posting a .400/.458/.720 OPS in 50 at-bats after hitting just .270 in Double-A. Johnny Estrada will make a nice trade chip at some point. Don’t look now, but Jarrod Saltalamacchia has arisen from a season-long slumber. He’s 7-for-10 in his last three games and has increased his average to .233. Chris Ianetta is hitting .339/.439/.587 between Double-A and Triple-A. #1 catching prospect in baseball?"

" ... Phil Humber ... the big right-hander took yet another positive step on Monday night when New York promoted him to Binghamton of the Double-A Eastern League, just 377 days after he underwent Tommy John surgery ...  Humber is 3-1 with a 2.79 ERA in eight starts since returning to action June 22 with the Gulf Coast League Mets. He appeared in seven games for St. Lucie of the Class A Advanced Florida State League, going 3-1 with a 2.37 ERA. Overall, he has struck out 43 in 42 innings while walking only 10. The opposition hit .178 against him in the Florida State League, and he has allowed only one earned run in his last 23 innings."  (MLB.com)

Elijah Dukes ... more trouble.  Chris Kline, Baseball America, says Dukes is on the shelf again.

" ...   Rays suspended Elijah Dukes indefinitely today pending an investigation into the 22-year-old outfielder's five-game suspension by the International League. Dukes, who was slated to return to the lineup at Triple-A Durham ... was suspended by the IL after he was ejected for arguing balls and strikes on July 25. That suspension--Dukes' second of the season (he was also placed on the temporarily inactive list in early May after he was involved in an incident with Bulls hitting coach Richie Hebner)--followed an incident a week before when Dukes and manager John Tamargo got into a heated argument in the dugout after the outfielder ran through a stop sign at third base. The Devil Rays, who have a statement forthcoming, declined to comment on the timing of the indefinite suspension. "I have no idea when or if I'll be back," Dukes said. "I packed up all my stuff and I'm headed home."

Zach Chalifour, TheRotoTimes, checks out the prospects moved in the trade flurry of the last few days, including :

" ...  Nelson Cruz ... [TEX]  at 26, finally makes his return to the major leagues after being stuck at the Brewers Triple-A Nashville affiliate with a .302 batting average and 20 homers. Though he will just be a fourth outfielder for the Rangers at this point ... should see a fair amount of at-bats down the stretch and compete for a full-time job next March."

" ... Sergio Pedroza ... [TB]  plenty of raw power and good plate discipline to go with it, as highlighted by his 24 home runs this season at the Single-A level along with 81 walks and 109 strikeouts. Despite the fact that he strikes out a lot, Pedroza does draw a fair amount of walks and his power numbers will be very interesting to watch as he continues to progress and face more advanced pitching."

" ... C.J. Henry ... [PHI] drafted in the first round of the 2005 draft. A high-school draftee, Henry is still just 20 and is a number of years away from reaching the majors ... performance this season at Low-A Charleston has been dismal, as he is hitting just .237 with two home runs and 33 RBI in 76 games."

Kevin T. Czerwinski, MLB.com, offers a feature on Carlos Gonzalez ARZ :

" ...  steamrolling toward a California League Most Valuable Player Award after having won the Midwest League MVP a year ago ...  Gonzalez's best seems to be just a bit better than most everyone else's. His nonchalant approach at the plate may at times present the appearance of malingering (or at least inattention), but such is not the case ... gifted enough to make everything he does look simple ...  leading the California League with 86 RBIs and is eighth in hitting (.310). His 18 homers have already equaled his total from last season, when he hit .307 and drove in 92 runs in South Bend ... Lancaster manager Brett Butler ... " ...  he's going to be a good one. He's a five-tool guy, and since I've had him I realize Carlos is going to be [as good] as Carlos wants to be. I have no doubt about him being a big leaguer, it's just a matter of how great he's going to be."

" ... left-handed starting pitcher Shane Youman [PIT] the Eastern League's current leader in ERA at 1.51, has been promoted to Indianapolis ... The 26-year-old Youman was enjoying a breakthrough season in the Pirates organization, having gone 7-2 with a 1.51 ERA in 23 games, including 11 starts. In 95 1/3 innings with Altoona, the Louisiana native allowed only 70 hits and 20 walks, while striking out 64 batters. The lefty was rewarded for his outstanding season by being named as a starting pitcher for the Eastern League All-Star Game."  (Altoona Curve)

BJ Upton, mistakenly, it seems, identified as one of "culture of entitlement" guys.

" ... The Durham Bulls today announced ...  B.J. Upton was recalled to Tampa Bay ... the former second overall pick in the 2002 draft, was hitting .269 with eight home runs, 41 runs batted in, and was leading the International League with 46 stolen bases and 72 runs scored."  (Durham Bulls)

" ...  B.J. Upton said he didn't mean anything negative toward the Devil Rays or the Triple-A Durham organization in comments published Friday in USA Today. "Some of the things I said were misunderstood and taken out of context," Upton said Saturday from Durham. "I never meant anything disrespectful toward the club. It doesn't make any sense for me to do that, especially since I'm in a position where I've heard I might be called up soon." Although Delmon Young blasted the Rays for not promoting the prospects and Elijah Dukes was critical of the situation in Durham, Upton's most damning comment in the article was "I still can't believe I'm here." Upton said Saturday that he was not speaking critically of the Rays but of his own play and his disappointment in not earning his way to the majors sooner. "I didn't think I'd still be making all these errors." Upton said he has nothing bad to say about how the Rays have handled him - "I never have" - and is hopeful he gets the chance to come up soon."  (St. Petersburg Times)

KC phenom atop the  Prospect Hot Sheet at Baseball America

" ...  1. Alex Gordon ...  had the best week of his career as he went 13-for-26 with five home runs and 11 RBIs. Now hitting .315/.416/.558, Gordon is definitely putting himself in the discussion for No. 1 on our Top 100 prospects list next winter."

" ... 4. Reid Brignac ...  has had a few hot streaks this year, and his performance last week ranks with any of them. The 20-year-old hit .478 on the week with two homers and 11 RBIs and is now hitting .320/.375/.548 with 20 home runs and 25 doubles."

" ... 6. Neil Walker ...  With 12 hits over his last four games Walker raised his average from .255 to .284 and is showing signs he is over the wrist inury that has plagued him. He even added his second and third homers of the year yesterday and is up to .284/.340/.409 in 215 at-bats."

" ... Chris Rahl ...  A fifth-rounder in 2005 out of William & Mary, Rahl is showing some juice this season. The 22-year-old is 13-for-27 in his last six games and has not hit below .300 in any month. His 144 hits lead the minors and his 37 doubles rank third. In 421 at-bats, Rahl is hitting .342/.373/.530."

A few of those garnering weekly Player / Pitcher honours :

" ...  The Pacific Coast League today named Portland pitcher Dewon Brazelton its "Pitcher of the Week" ... posted a 2-0 record with a 0.73 ERA ... The right-hander worked 5.1 scoreless innings and allowed four hits for a victory against Oklahoma on July 25. In his second start, Brazelton gave up one run on four hits over seven innings July 30 against New Orleans for his third win of the season. Over his last five starts, Brazelton is 3-0 with a 0.36 ERA (1er, 25.1ip), working 19.2 straight scoreless innings recently before allowing a second-inning run in Sunday's victory."  (Portland Beavers)

" ... Miguel Perez, a right-handed starting pitcher for the Binghamton Mets, is the Eastern League's Pitcher of the Week ... The 6'1", 192 lb. hurler made two starts for the B-Mets last week and was 2-0 with a 0.64 ERA ...  Miguel, who is 6-4 with 58 strikeouts and a 3.75 ERA in 15 games for Binghamton this year, was signed by the New York Mets in November of 2004."  (Eastern League)

" ... DELMON YOUNG spent most of the past seven days proving why he's considered by many to be the top prospect in professional baseball. His big week began last Monday ... 3-5 with a homer, 3 RBI, 3 runs scored and a stolen base ... .Wednesday ...  Young went 4-5 with two home runs, a triple, 4 RBI, and 4 runs scored. He also homered in the series finale Friday night ...  improved his already impressive batting average from .332 to .344 by going 12-28 (.429) ... Young's season batting average of .344 would be 2nd in the International League if he qualified with enough plate appearances. His 19 stolen bases ties him for 10th in the IL (with Charlotte's Josh Fields)."  (International League)

" ... Travis Chick ... [SEA] ...  In his first start of the week on July 25th, Chick allowed just one run on six hits over six innings to pick up a win over Corpus Christi. On July 30th he held Midland scoreless over 7 1/3 frames, surrendering just two hits and three walks while fanning five batters ... has already been traded three times in his young career. After being drafted in the 14th round in 2002, he was shipped to the Marlins in 2004 ...  In 2005 he was shipped to San Diego ... At the beginning of July he was sent to Seattle in a deal for Eddie Guardado. In the five games since the trade to Seattle, Chick is 3-0 with a 2.45 ERA for San Antonio. The right-hander has struck out 21 in 29 1/3 innings."  (Texas League)

" ... Northwest League Andrew Bailey  [OAK[ ... tossed 11 shutout innings this week and has allowed just three earned runs over 23 innings pitched this season. The 22-year-old had to settle for a no-decision against Salem-Keizer on Tuesday, despite allowing just one hit over six scoreless innings. Bailey earned a win five days later, however, tossing five shutout innings as Vancouver coasted to a 4-0 victory over Tri-City."  (MiLB.com)

Nate Stephens, RotoWorld, checking out the prospects for those prospects on the move :

" ... Joel Guzman ... will probably never hit for much in the way of batting average, but he has legitimate 30+ homer potential and also has the raw speed to add a few stolen bases... will report to Triple-A for now, but he’s got a decent chance of making it to the big leagues later this summer ...  the type of player who could produce decent numbers on raw talent alone while continuing to learn at the big league level, so I’m expecting he’ll be a regular no later than mid-season in 2007. I’d expect a .260 batting average to go with 12-14 homers and six-eight steals in half a season worth of at-bats next year."

" ... Ryan Shealy ... will move to the major leagues after hitting .284 with 15 homers in 222 at-bats for Triple-A Colorado Springs. He’s not a great long-term prospect thanks to turning 27 in August, but he can help AL-only squads right away. Expect seven or eight homers to go with a solid batting average the rest of the season ...  He wouldn’t have a problem smacking 20 or more long balls and driving in 80+ runs in full-time action during 2007, but the off-season will decide if he’ll see closer to 500 or 300 at-bats next year."

" ... Ben Zobrist ... continued hitting for average and controlling the strike zone since reaching Triple-A Durham ...  is 25 and has just 12 homers in over 1,000 minor league at-bats, but don’t focus on his negatives. He’s never had a problem hitting for average, he’ll score a fair amount of runs thanks to his high on-base percentage, and he’s good enough on the bases to add 10-14 steals per season ...  If he plays well down the stretch, maybe the Devil Rays will keep him in their plans for 2007."

No shortage of shortstops in LAA.  And, Wood, Aybar, Rodriguez, Statia all staying put, for now.

" ...   Sean Rodriguez  ... Angels ... have made public no such contingency plan for the glut of talented shortstops they have in their system. Brandon Wood currently tops that list ... fully expecting to be the shortstop some day in Disneyland. While it might not be fair to compare Rodriguez to [Justin] Upton, he does finds himself in a similar position. Los Angeles has an extremely talented player in Rodriguez, a third-round pick in 2003, but he has a rather formidable obstacle in the form of Wood, who is following up his smashing 2005 California League season with an equally brilliant run in the Texas League. The Angels also have Erick Aybar, already having seen time with the parent club this year, playing shortstop and hitting over .300 at Triple-A Salt Lake, while Hainley Statia is tearing up the Class A Midwest League. So it would make some sense for someone to be making a move to another position, right? Well, the Angels are playing it close to the vest ... Rodriguez is currently having a banner in year at Rancho Cucamonga ...  hitting .310 with 20 homers and 67 RBIs through 100 games, though his 26 errors were tops among Cal League shortstops. But if he's going to start transitioning to somewhere else on the field, it won't be this year."  (MiLB.com)

Andy Sonnanstine hurled seven sparkling shutout innings to become the first pitcher in the Southern League to 12 wins ...  Sonnanstine (12-6) was reached for only four singles in winning his ninth straight start, striking out seven Barons. The seven strikeouts lifted Sonnanstine into a tie for the Southern League lead in that category with 120 whiffed batters. In addition, he extended his league-lead for innings pitched to 148 1/3 innings."  (Montgomery Biscuits)

PHI's JA Happ enjoying success, even without the ability to light up the radar gun :

" ...   He has struck out more than a batter per inning during his three pro seasons, yet the people who make baseball decisions look at his modest fastball, one that sits around 87 or 88 mph, and say: “Yeah, but he can he do it at the next level?” ...  Now the 23-year-old out of Northwestern has arrived at Double-A, and he's been even better: He's got a  [ 5-1 record in his first six starts with 45 strikeouts in just 37 1/3 innings] ... And yet people are wondering if this 6-6 left-hander can do it again, at the next level. And then the next. “That's the most frustrating thing,” said the former third-round pick, who has realized that perception can carry a heavier weight than reality when it comes to the politics of minor league baseball ...  it's been said that Happ's best pitch is deception. He's a regular David Copperfield out there: Now you see it, now you don't. Swing and a miss. “It's that ‘stealth ball,' ” said Reading pitching coach Tom Filer. “It looks so good to hit but by the time they realize what it is boom! it's a late swing.” “I just watch the way the hitters react to it,” said Phillies pitching coordinator Gorman Heimueller, “and he's got some deception in his delivery. His ball has late life. Jay's got the size, he hides the ball well. His delivery is not one that you'd teach a young person, but it works for him.”   (Reading Eagle)

Already, the talk begins about September callups :

" ... Chris Iannetta ... "He's handled any challenge we've thrown at him," Geivett [Bill Geivett, Rockies vice president of baseball operations] said. "He's been on a fast track. Usually decisions on who to bring up go down to the last day. We not only bring up players to get experience, but players who we think can help." Iannetta already has handled the challenge of moving up to Triple-A. He hit .351 in his first 25 games with the Colorado Springs Sky Sox and has a combined average of .330 between Tulsa and the Sky Sox. His combined 13 home runs are tied for second in the organization. The Rockies' player development formula allows for players to jump up the ladder if performance merits. Geivett noted players work on refining their game at each level. "Once they get it, they can fly right through Double-A and Triple-A," Geivett said. "A lot of our good prospects have done that."  (Denver Post)
