Hayes, the son of former Major Leaguer Charlie Hayes, retired the first 16
batters he faced before allowing a base hit to Wilfredo Pujols with one out in
the sixth inning. He worked around a leadoff single in the seventh before
finishing off the third complete-game shutout in the Appalachian League this
season. The 17-year-old righthander, who celebrates a birthday on Tuesday,
walked none and struck out four en route to his first win as a starter. Hayes
(2-0) has not allowed a run in 19 innings this season. He made two appearances

" ... Upton ... went 7-for-14 with three
doubles and a triple in a stint in big league camp this spring. He has been
solid but decidedly less spectacular in the Midwest League this summer, hitting
.264/.345/.412 with nine homers, 48 RBIs and 11 steals in 86 games. There's
nothing wrong with those numbers. Upton is a 18-year-old making his pro debut in
a full-season league that's kinder to pitchers than hitters. But
Cameron Maybin,
whom the Tigers took 10th overall last year and is just four months older, is
batting .327/.411/.489 with six homers, 53 RBIs and 25 steals in 74 games, and
he's playing at West Michigan, which might have the toughest hitter's park in
low Class A. That's the kind of production we all probably expected from Upton.
Scouts and managers alike rave about Upton's tools. He still projects as a plus
hitter with plus power and plus-plus speed. The one quibble Midwest League
observers have about Upton is a sense of entitlement. Unlike Maybin, who comes
to the ballpark to beat you with all five tools every day, Upton has shown a
propensity to coast and hasn't gotten the most out of his physical ability.
That's been the disappointment in his performance, and it's something he should
outgrow."

his numbers. Add in the fact that he is 20 years old and pitching great in

Luke Hochevar KC finally signs.
" ... Moore [GM Dayton Moore] said
he was not concerned at setting a precedent by agreeing to a major-league deal
with Hochevar ... The fact is hes a special player in our minds, Moore
said. That gives us some level of comfort to make the decision to put him on
the 40-man roster. Thats certainly not something we want to historically do.
But if our assessment of a player leads us to that decision, thats what well
do. Hochevar will be assigned to Class A Burlington but will report first to
the organizations year-round complex in Surprise, Ariz., for conditioning
workouts. He is tentatively scheduled to make his first appearance Aug. 16 for
Burlington against South Bend. Hes been doing a lot on his own, Moore said,
but we want him to continue his preparation under our supervision. Then hell
report to Burlington. Hochevar is tentatively scheduled to make four starts for
Burlington before attending the Instructional League and participating in the

among pitchers who tossed at least 10.0 innings in July. The 23-year-old posted
quality starts in each of his six outings over the month, going at least seven
innings in five of those contests. He held the opposition scoreless in three
games and allowed just two runs in two other starts ... leads the Southern
League with 12 wins, 148.1 innings pitched, 4 complete games, and 4 shutouts. He

promoted him to Binghamton of the Double-A Eastern League, just 377 days after
he underwent Tommy John surgery ... Humber is 3-1 with a 2.79 ERA in eight
starts since returning to action June 22 with the Gulf Coast League Mets. He
appeared in seven games for St. Lucie of the Class A Advanced Florida State
League, going 3-1 with a 2.37 ERA. Overall, he has struck out 43 in 42 innings
while walking only 10. The opposition hit .178 against him in the Florida State
League, and he has allowed only one earned run in his last 23 innings."

Dukes indefinitely today pending an investigation into the 22-year-old
outfielder's five-game suspension by the International League. Dukes, who was
slated to return to the lineup at Triple-A Durham ... was suspended by the IL
after he was ejected for arguing balls and strikes on July 25. That
suspension--Dukes' second of the season (he was also placed on the temporarily
inactive list in early May after he was involved in an incident with Bulls
hitting coach Richie Hebner)--followed an incident a week before when Dukes and
manager John Tamargo got into a heated argument in the dugout after the
outfielder ran through a stop sign at third base. The Devil Rays, who have a
statement forthcoming, declined to comment on the timing of the indefinite
suspension. "I have no idea when or if I'll be back," Dukes said. "I packed up
all my stuff and I'm headed home."

30+ homer potential and also has the raw speed to add a few stolen bases... will
report to Triple-A for now, but hes got a decent chance of making it to the big
leagues later this summer ... the type of player who could produce decent
numbers on raw talent alone while continuing to learn at the big league level,
so Im expecting hell be a regular no later than mid-season in 2007. Id expect
a .260 batting average to go with 12-14 homers and six-eight steals in half a
season worth of at-bats next year."
" ... Ryan Shealy ... will
move to the major leagues after hitting .284 with 15 homers in 222 at-bats for
Triple-A Colorado Springs. Hes not a great long-term prospect thanks to turning
27 in August, but he can help AL-only squads right away. Expect seven or eight
homers to go with a solid batting average the rest of the season ... He
wouldnt have a problem smacking 20 or more long balls and driving in 80+ runs
in full-time action during 2007, but the off-season will decide if hell see

staying put, for now.

Rodriguez ... Angels ... have made public no such contingency plan for
the glut of talented shortstops they have in their system. Brandon Wood
currently tops that list ... fully expecting to be the shortstop some day in
Disneyland. While it might not be fair to compare Rodriguez to [Justin] Upton,
he does finds himself in a similar position. Los Angeles has an extremely
talented player in Rodriguez, a third-round pick in 2003, but he has a rather
formidable obstacle in the form of Wood, who is following up his smashing 2005
California League season with an equally brilliant run in the Texas League. The
Angels also have Erick Aybar, already having seen time with the parent
club this year, playing shortstop and hitting over .300 at Triple-A Salt Lake,
while Hainley Statia is tearing up the Class A Midwest League. So it
would make some sense for someone to be making a move to another position,
right? Well, the Angels are playing it close to the vest ... Rodriguez is
currently having a banner in year at Rancho Cucamonga ... hitting .310
with 20 homers and 67 RBIs through 100 games, though his 26 errors were tops
among Cal League shortstops. But if he's going to start transitioning to

out more than a batter per inning during his three pro seasons, yet the people
who make baseball decisions look at his modest fastball, one that sits around 87
or 88 mph, and say: Yeah, but he can he do it at the next level? ... Now
the 23-year-old out of Northwestern has arrived at Double-A, and he's been even
better: He's got a [ 5-1 record in his first six starts with 45 strikeouts
in just 37 1/3 innings] ... And yet people are wondering if this 6-6 left-hander
can do it again, at the next level. And then the next. That's the most
frustrating thing, said the former third-round pick, who has realized that
perception can carry a heavier weight than reality when it comes to the politics
of minor league baseball ... it's been said that Happ's best pitch is
deception. He's a regular David Copperfield out there: Now you see it, now you
don't. Swing and a miss. It's that stealth ball,' said Reading pitching
coach Tom Filer. It looks so good to hit but by the time they realize what it

said Phillies pitching coordinator Gorman Heimueller, and he's got some
deception in his delivery. His ball has late life. Jay's got the size, he hides
the ball well. His delivery is not one that you'd teach a young person, but it

Already, the talk begins about September callups :
" ... Chris Iannetta ... "He's
handled any challenge we've thrown at him," Geivett [Bill Geivett, Rockies vice
president of baseball operations] said. "He's been on a fast track. Usually
decisions on who to bring up go down to the last day. We not only bring up
players to get experience, but players who we think can help." Iannetta already
has handled the challenge of moving up to Triple-A. He hit .351 in his first 25
games with the Colorado Springs Sky Sox and has a combined average of .330
between Tulsa and the Sky Sox. His combined 13 home runs are tied for second in
the organization. The Rockies' player development formula allows for players to
jump up the ladder if performance merits. Geivett noted players work on refining
their game at each level. "Once they get it, they can fly right through Double-A
and Triple-A," Geivett said. "A lot of our good prospects have done that."
